It’s called “Situational blindness, or inattention blindness”, a psychological phenomenon of not being able to see things which are in plain sight, either due to distraction or information overload. This is the same trick used by pickpockets and magicians in their acts.

The goal is simple: approach a person and simply hand them an object without them noticing it –and you can only do this by distracting them.
